76.In the country’s urban areas, comprising about 8.4 million residents, only about 61 percent of the population have access to satisfactory water supplies. For the next 5years, Government will extend water to about one million additional people under the Urban Water Project. About 100,000 additional homes will be connected to alleviate the hardships of those who depend on vendors for water supply. In communities without house connections about standpipes will be provided. In addition, the existing water supply infrastructure will be rehabilitated to ensure more regular supply of those who are already connected. Page 34
77.The NPP Government is committed to the pursuit of the housing needs of the people, and will in its second term of office take the necessary measures to encourage, facilitate and partner the Private Sector to deliver a large number of decent and affordable housing units for rental, lease-purchase and home ownership. 78.NPP Government will establish a primary Mortgage Finance Institution to provide varied lending and savings services to house owners, would be house owners and house developers. Government will also promote and facilitate private sector involvement in the provision of the rental house accommodation in urban centers to meet the urgent housing needs of students, the youth entering working life for the first time, and many others to whom the payment of “Rent Adavance” poses insurmountable problems. 79.The NPP Government will also vigorously pursue solutions to the housing needs of nurses, doctors, paramedics, teachers (especially those in the rural areas), security agency personnel, public and civil servants as well as social housing for the aged and the vulnerable.
